What is the five-step review process?

In a club statement, Southampton insisted there was no “definitive evidence” from the five-step review process to show they breached the Premier League’s rules. The five-step review is an investigation method used before any academy player can be registered and approximately takes around 25 days to be completed.

Step 1: The new club (Southampton) submits a signed registration form to the Premier League.

Step 2: The Premier League appoints an independent third party (in this case, DLA Piper LLP) to conduct “exit interviews” with the player, parents and both clubs. However, further interviews or requests for information are also permitted.

Step 3: The two clubs involved in the agreement, including the player’s parents, are required to sign a declaration that no financial or value-in-kind inducements have been utilised as a part of the move (including contra deals).

Step 4: Through the independent third party, a report is then produced for the Premier League’s board, coming up with a recommendation regarding the club’s application to register the player.

Step 5: The Premier League’s board can either approve or reject the registration application. They also have the autonomy to take disciplinary against the club if they were found to breach their youth development rules.

There were rumours a month or so ago about an offer from Hoffenheim that City rejected. Was quite a low bid from memory. He's 21 with 100 games in the Championship under his belt already. We should be getting good money for him with a very good sell on.

I didn't know Tyrese Noubissie was Scottish.

Edit: Born in Livingston but eligible to play for Scotland, France, Cameroon and England with a preference for France apparently.

We got him from Chelsea's academy so they are probably due a development fee/cut - Highly, highly rated but clearly being badly advised if he's moved from Chelsea to City to Strasbourg in the space of less than 3 years and that he even contemplated going to the Rag Academy!

We got him from Leicester I seem to remember.
 
Yes, thought the same, so don´t know how it works.
 
Isn't his contract up at the end of this season?
Loan suggest he may have extended his deal unless they are inserting clauses to protect. many of that age group will be into the final year of their first pro deal though based on the typical 3 year contracts. It could be an interesting period at the academy between now and September 1

Went to see Lommel on Sunday v RFC Liege, great couple of days, their fans are a good bunch. Lost 0-1 but still close to the play offs.

I went to watch Girona earlier this year ( its gone tits up this season for them) and Palermo with City in August ( Palermo looking good so far this season) and hope to do Troyes ( currently top of 2nd tier) in France should the chance for a cheap trip arise.

All their fans seems positive about City which surprised me, don't think we have been great with all the CFG clubs.
