All of that and plenty more. I've mentioned a couple of times that uefa will have planned for contingencies for all of the above and we shouldn't underestimate what is involved.
I remember walking out of Wembley when they were hosting a CL final after one of our cup visits and even two weeks ahead of the final there was a car park with a fleet of around 30 Mercedes cars with uefa livery all over and with a 24 hour guard. And that's just for ferrying the corporate.

Multiply that by 100 and that's just the tip of the iceberg of the contingencies to be made.
Exactly, it's a very complex event, not something that can be changed with a couple of emails. Many companies and organisations are involved in the planning. There will costs that have already been made by those contracted in staging such an event and new servicing contracts to be established, compensation paid as well.
There is also, covid reasons apart, of UEFA setting a precedent for future finals which involve clubs from the same country, that is moving the final at the last minute for the convenience of travel. There are possibilities, not remote by any means, of same country clubs from Germany, Italy and Spain, as well as England meeting in future finals.
The locations for finals are appointed several years in advance.

They had far more time and it was played behind closed doors as a mini-tournament. What is more, the Turks were assured that they would get the final following the one-year deferment. I'm not sure that such a late deferment again will wash with the Turks. It also follows that St Petersburg will have to wait another year and I'm not sure what has been contractually agreed on that front.

Key to all of this is the fact that neither City nor Chelsea have lobbied UEFA for a move. By implication that would mean that they are happy to travel to Turkey.
 
They shouldn't have any right to moan about hosting it ,when they have just gone into lockdown
They'll be out of lockdown when the game is played. They've improved the ground on the premise that they'll host the final. They will be legally entitled to compensation in the region of £20m if it is moved. Despite what people say about UEFA, they haven't got that money to stump up. The expectation is that City and Chelsea will forego prize money to move it to Wembley. Why would either club do that when they're not especially perturbed about playing the fixture in Istanbul and the likely benefit to supporters of either club is relatively small?

I'm pretty sure both clubs are doing that but very very quietly behind the scenes
