The debate in here on the penalty decision shows that the VAR officials probably had similar conversations with the on field ref. Hence, why it took a while.
It all comes down to personal interpretation especially on that. Koulibaly was in kicking motion but Messi quickly pinched it while Koulibaly finishes his kick. Some may say not intentional. Others will say a pen.
How I see it anyway.
yes but VAR is only supposed to pull clear and obvious errors, if it takes 4 minutes it aint clear or obvious

I think they need to decide properly how it’s utilised. At the end of the day, he let the on field ref make the decision after all the time wasted.

Decided by people who have never played the game. Koulibaly couldn't even see him so how could it be deliberate?

But how many images did he view? It's the selective editing before that which determines which particular views he will see and which inform his decision. Same as Spurs last year.
