Whats the difference?

Bobb is a world class talent but he isn't a world class player yet. He has the potential to get there. When I see someone say world class talent I just take it to mean they think this player could become world class one day. It's a bit of a clunky label though, because people could easily misunderstand what you're saying. I prefer to just keep it simple and say 'world class potential' which conveys the same message but without any ambiguity.

surely that very title is a misnomer, because anyone has the potential to be world class given a certain set of circumstances

That's true in a way, but I would argue we can usually tell which young players have the potential to go to the top. Obviously there some that develop into world class despite not showing that potential early on (Salah is an example of that) and there are loads of examples of young players flashing unbelievable potential but never going on to actually realise that potential.

Anyway, I think I've talked myself into agreeing with you lol.
 
Joao Pedro has become the 18th forward to sign for Chelsea in just over three years under their current owners.

He joins from Brighton in a deal worth £60m, taking their total spending on attackers in that period to £560m.
