I'm not a judge and couldn't possibly suggest what an appropriate punishment might be.
But I agree there's a big difference between claiming for anything and everything you might reasonably claim for (or even unreasonably claim for) vs making up fictitious expense claims, let alone doing so and fraudulently covering up such. That's bang out of order in anyone's book.
Creating a false instrument is a serious offence as it goes beyond theft or deception.
At the very least the fact that he has done it (admitted) should mean that he is too bloody stupid to be an MP, even putting aside the original deception.
