Because charter flights are generally more expensive than regular ones and as a result of FFP the club has to pass all costs on - till revenue well exceeds expenditure at any rate. As a result fans try and find cheaper options from train travel to trawlers (ok the trawler was before Sheikh Mansour's time but it shows what fans will do to get to a game at the best possible price).
