Made this, can anyone help me get in the right size? (1024x768)

Free to use if anyone wants to , I know it's not too good but wanted to make my own.

I don't know how to do the resizing as the height/width ratio of the original pic is not the same as the size you're looking for. I can get it down to 1024 x 612 or up to 1286 x 768.
