AC Milan have cleared a major hurdle in their plans to build a new stadium after their bid to acquire the land to build on was approved.Milan, who currently share the ageing municipal San Siro stadium with rivals Inter Milan, are planning to build a 48,000-capacity arena in time for the 2018-19 campaign.

"It is the first historic step," said club director Barbara Berlusconi. "It is a first step because we will have to submit the entire project to the institutions for approval."

It's no coincidence. I suspect they have an investor lined up and waiting. They just needed the ffp rules out of the way first.
 
An investor can already come in and spend 300m on a stadium, but they won't want to do that unless there's improvement in the pitch, which is where FFP trips them up.
They'll probably want to spend 300m on the team too, which is why FFP needs to be changed - surprise surprise.
UEFA wouldn't have flinched an inch had it been someone wanting to do the same with Trabzonspor.
