Had to be approved by the executive board at UEFA before it goes for a vote, they'll generally have a mediation process with the clubs at this stage. Then the ECA vote on it.

So, the only way of vetoing it is through ECA? Wonder what the voting procedure in ECA looks like? Is it decided by the majority of votes? Who are the delegates? I know you're not an information desk, but maybe you've made a research already.

when are they going to regulate agents? I still don’t understand how it is a player who employs an agent yet when a transfer takes place the club has to pay a ridiculous fee to the agent. Surely any agent fees are the responsibility of the player?

They can't actually regulate them without FIFA onside as the agents aren't connected to UEFA clubs. Let's just say FIFA aren't onside.

If a club has done all their shopping and are within the 100m then someone tries to buy one of their players, they will say no because they can't use it buy other players with. Will say come back next summer so we can spend your money

You're wrong, the talk is about net spend.

I know. If they are within the 100m net spend and aren't planning on buying anyone else, they have no reason to sell a player that year. May as well wait until the year after so they can put his fee towards a signing the following year.

All it will do is export all the best talent to China as they will be able to spend the most money.
Not sure how they'd stop flogging players to 'associate' clubs for £1 and buying back the good ones for £2.

By writing into the rules that a player can't be sold and bought back within a certain period of time.
Those wanting the rule are probably experts at circumventing rules they don't like so they'll consider all the ways to get round these new restrictions and frame the rules to prevent the work-rounds.
