The Premier League has written to every club after “a significant number requested clarification” following the recent swap deals.
Some clubs are concerned that rivals could be looking to sell each other players in order to exploit any loopholes in PSR and therefore limit their losses.
There is no suggestion clubs have broken the rules, but they have been told by the league’s director of governance that part of a transfer fee would have to be returned by the selling club if it decides a fee had been “inflated”.

So PL clubs can't decide how much they buy or sell a player for. Everything has to be signed off by some one called the "Director of Governance." This can't possibly be legal. This is just crazy. This is the problem with rushing in rules intended for one purpose - people exploit the flaws because you didn't think them through properly, then you're forced into making further changes, which people then exploit, leading to further...So PL clubs can't decide how much they buy or sell a player for. IF the PL win all City's case what happens, maybe a bringing the game into disrespect charge, if City win any part of their case they prove that a members Association is working against it's members, the maximum is the end of the PL.
So the importance is to whom, the press will have you believe it is the 115, and I believe City will be found guilty of 1 or more. But that is irrelevant because in a court of law, they all fail
