These latest mad signings by all teams have just been crazy to just beat rules. I can’t believe Newcastle were seriously considering selling Gordon to meet the requirements. Nuts.
 
It's complicated but the PL is a private company and the FA is one of its partners so the FA has no control over it. In fact the FA holds a single share in the PL just like the 20 clubs.

The FA is also a special shareholder of the Premier League. Whilst it has no role in the day-to-day running of the Premier League, The FA’s special share means that certain actions can only be taken with its approval, such as the appointment and re-appointment of Premier League Board Directors.

Each year, the Premier League submits its rules to The FA for approval and sanction.

Presumably, the FA licences the PL competition? So it has some real teeth, in theory at least.
