Yes, Peter Doherty was the other who managed at a WC Finals.

O'Neill had left for Norwich by the time the 1982 World Cup came around.

Peter Barnes or David White ?

Barnes never played in a World Cup and had left us before 82 anyway, White only ever got in one England squad for a friendly against Spain.
