Besides, Arsenal tend to sign foreign players at a young age, meaning they would just side step around the rule. As they currently do with the Europeon competitions one.
The rule is only going to apply to the Football League for now but yes, Fabregas would qualify as home-grown for example - he's been there since he was 17.
