It's an agreement that governments will not out into practice or will weasel at until it looks totally different. A simple fact that most (all?) governments utterly refuse to incur costs/pain now for a benefit in decades to come.

Alok Sharma's speech afterwards were pretty clear about the failings.

What it needs is major cities in USA, China, India, etc, to flood badly and force their governments' hand, by which point it will be too late for many.

Its been happening in Australia this past two years - as a former Loss Adjuster I can tell you a flood surge was an annual occurrence up and down this country - still nobody here listens - dragging protestors off the streets at a London cross roads gets more piss boiling in places like Hull and the Lake District that have had massive flooding over the last decade despite the fact that someone unable to get through Shoreditch in a taxi has no impact on their lives
 
It was always going to be a farce. I have come to terms with the fact people are cunts. Money for poorer nations and that's it. Fuck em what a load of bollocks.
