I guess he thought his brother was being really clever flying in via Turkey to avoid isolating for ten days. Wonder how many others were like him who spread the virus which has resulted in what is currently happening. Set us back four to six weeks in my opinion. Possibly a legal argument if those who flew back knowingly carrying the virus or didn't isolate have gone on to infect people who have died for a manslaughter charge.
