Basically I’ve not paid any or been registered for over 5 years
Split up with the missus , used my parents as a base but didn’t really live there and had things like bank , driving license registered to their address
Both my ex-marital home and parents addresses are Salford and I’ve now settled in Bolton
As I’ve been anonymous and not on any council tax register for over 5 years if I suddenly appear on the Bolton list as I want to will I be questioned over why I’ve not been registered anywhere for the last 5 years ?
 
It is the property that attracts the tax not the person. The poll tax was abandoned with Maggie. You just have to give a date you moved in to the property. If it is occupied just by you yow will get 25% single occupiers discount.

I’ve been here roughly a year , but I’m concerned if I register myself to reside in Bolton tomorrow will it flag up on the system that I’ve been unregistered for over 5 years ?

Where were you actually living and what type of accommodation?

It would be extremely difficult for a Local Authority to to even attempt to prove where you have been. A lot will be moving in from other Local Authorities. They have enough trouble getting the Council Tax in in the first place. If you were ever asked, but you won’t be, say you have been living on a canal boat and continually cruising on the canal system. Canal boats are exempt from Council Tax even if they are permanently moored in 1 spot
 
You said you previously lived in marital home and with your parents.
Was council tax being paid in them properties by you/wife/parents?

No not at all. You lived with your parents and they paid council tax. Its the house that is taxed

Never did for me but i became 'legal' ten years ago.
IN fact, nobody (banks/credit cards/loans) i'd ripped off in the 80's bothered to try and get their money back.
 
Not the question you asked and not something the new council will be arsed about but something worth bearing in mind.

You might be liable for council tax at where
you were actually living depending on the type of accommodation.

E.g.

HMOs are exempt but if you rented a room with a kitchenette in a lodgings then the council tax would have been your responsibility.

It's not something you need to declare but it could be a problem in the form of an unexpected debt letter from the old local authority.
