Whilst dronefromsector7g's table clearly says the Beatles are far and away the most 'covered', I wonder, as Blue Til Death points out, how many Beatles covers were actual hits for others and whether that would again sway it in Dylan's favour??

Ha...twas a guess...just triggered it before @dronesfromsector7s definitive table.
But there would be loads of Beatles covers, or songs they gave away if you like....mind you, on that score the BeeGees must be up in the ratings.

As far as beatles straight covers go...just about everyone has had a shot at 'twist and shout' and 'something'

Whilst I think the remake (Soft Cell) was much better as a stand alone track, the original is good but different. Think it was a Northern Soul classic wasn't it ?
