There is certainly precedence as they did this with Drink Driving and smoking ads, both hard hitting iirc

That's exactly the style I'm talking about yeah. Totally justified in the midst of a public health emergency. Some will ignore it anyway, but if some don't and take heed then it's job done, potentially lives saved.
 
GM scoreboard

Bolton 9 (up from 4). 265 in month. 44 past week. 13 over 2 days (was 6). Pop score 767

Bury 15 (up from 8 - highest Bury total since restrictions imposed). 207 in month. 62 past week, 23 over 2 days (was 18). Pop score 801 - todays big jump in cases put it into the 800 club early.

Manchester 29 (down from 37) . 921 in month. 246 past week. 66 over 2 days (was 78). Pop score 730.

Oldham 18 (down from 22 - bit more like it). 766 in month. 163 past week. 40 over 2 days (was 34). Pop score 1164

Rochdale 5 (down from 8 - big improvement here last few days). 343 in month. 86 past week. 13 over 2 days (was 21). Pop score 969.

Salford 7 (same as yesterday) . 315 in month. 75 past week, 14 over 2 days (was 20). Pop score 664.5 (see below for who won the battle of GM top borough - it went down to 0.1% after Salford's numbers have fallen).

Stockport 6 (down from 7 - after struggling early in lockdown that is now a straight week of single figure numbers here). 267 in month, 40 past week. Only Wigan had less cases in past week. 13 over 2 days (was 11). Pop score 664.6 - meaning Salford holds on to top pop score spot by that 0,1%. Perhaps only until tomorrow.

Tameside 12 (up from 10). 276 in month, 56 past week. 22 over 2 days (was 21). Pop score 813.

Trafford 9 (up from 8). 252 in month. 45 past week. 17 over 2 days (was 16). Pop score 677.

Wigan 9 (slightly concerning rise from 2 to highest number since restrictions came in for town just released from rest of GM lockdown). 114 in month, 36 past week. 11 over 2 days (was 8). Pop score 694. Unless cases stay this high Wigan is likely to end up ahead of both Salford and Stockport on the Pop Score too but it may take a month or so before they get there. And they have Trafford to catch first.

As for watrch list towns -

Blackburn had just 9 (good day), Bradford fell from 36 to 30. Preston has been just 2 or 3 for most days now. Leicester fell from 25 to 23 and is averaging about this number daily. Well below the 100+ at start of restrictions. Or the double this they had when the restrictions were imposed on Greater Manchester.
