This is my opinion as to the ratcheting up of government actions.Personally I think it's part of a plan to enact measures without causing public uproar.
You tell people to avoid cafes and pubs to help the fight, people see lots of people in cafes and pubs. So they order them shut.
They tell people to avoid social gathering, but people see social gatherings going on so they shut them down.
In my opinion they need to close parks or public spaces by law soon.
