The entire scheme is a farce, from a public health and economic perspective.
It’s wildly disconnected from the National and Regional case and transmission data, it’s seemingly ignoring the current best-available modelling and understanding of pathogen transmission, there is little in the way of authoritative explanation as to the real differences between Tier restrictions in practice, there’s obvious and rampant politicalisation of Tier classifications, many of the restrictions themselves make no sense for lowering transmission and general mitigation (especially in the context of their regions), and there is scant development of a financial support apparatus sufficient to combat the further inevitable economic impact of the restrictions.
It will accomplish almost none of its stated goals, partly because the blatant politicking, malfeasance, and incompetence will drive people to openly ignore (even contradict) the few useful bits of guidance and effective restrictions.
This, and most previous action, quite literally embodies the “wrong way for governments to respond” many historians and public health experts having been warning against since the pandemic began, based on centuries of analysis of previous health crises.
And that’s coming from someone that has and does take this virus very seriously (as all of my posts in this thread will attest) and supports evidence-based lockdown measures.
