Maybe Garcia gave permission whereas the others didn't? It is their prerogative to allow their names to be issued.How come we are allowed to name Garcia as positive but not allowed to name the last 3 before him?

Well Zinchenko has the same problem with decison-making. I understand your point though. It was Ron Atkinson who infamously abused the "lazy" phrase and it (deservedly in my view) cost him his media career.Careful, decision making ability probably has a racist connotation.
