Because it could be bluff, to extract most from City. Thats why the club cant be 100%, thus the player needs to tell the board.

I mean how fucking hard is it to tell the board anyway even if its fairly obvious. At least then nothing will be unclear and business will be done smoothly instead of this weird mess. There is no downside to it. He would have also avoided his injury as well, he had all summer long to say "i want to leave" to the board and then again in January. This all started in May 2019.

Leroy and his camp have handled this remarkably poorly, no question.
For the exact same reason you wouldn't tell your current employer you were leaving until you'd signed the contract with your new company; because you need a fallback plan if it goes tits up.
 
Speed isn't an issue, its confidence in stopping and changing direction that's an issue. If the support around the knee isn't good it can lead to upper leg injuries. I kept doing my hammy after doing my cruciate, took about 6/7 hard months of balance and leg work even after I got the all clear before I felt 100% confident to go full clip on a pitch.

A lot of that is mitigated at top level as they are monitored constantly and tailored for 100% recovery.

It’s the change of direction which is affected by ACL injuries, which is why flair players such as Leroy stand to be most affected. Absolutely no guarantee he will get back to his balletic previous level.
I’d bite their hands off for £60 milll if it was offered given the current climate....
