Not sure where this "good relationship" with ourselves is coming from , Rummenigge and Hoeness have done nothing but make derogatory comments about our club since we became a threat to them ,he was a cheating diving tw*t when he was a player and now he's a two faced prick as a CEO , i could get used to the idea of Sane leaving our club for PSG , Juventus , Milan etc., but going to play for the German Rags after their recent behaviour absolutely not.
It probably comes from current negotiations. At least that's what it sounds like.

For what it's worth Duncan Castles' latest take on the situation was

Bayern want him and hope he'll be their poster boy and will build team around him.

They have allocated €80m for the Transfer Fee.

City can't fit him into the team as a regular starter as Sterling/Bernardo are more consistent and we have Mahrez/Foden/Gabriel waiting to get extra gametime this season.

City very aware that they will probably get a smaller fee/no fee if they hold onto him unless another bidder enters the race.

City have received a bid from Bayern but was about 20m short of agreeable figure.

Sane not sure whether to stay or go.
Likes the club/fans/location but money and fame will be greater in Munich.

That's where Castles thinks the situation is at the moment.
If he's near the mark then (IMO)
In order to break the stalemate either Bayern stumps up the extra cash and City will help them to persuade Leroy that he's better off moving
or
Leroy may decide to give it a good go at City, sign the contract or renegotiate an improved version of it
or
It gets put on the back burner for a few months and the whole thing resumes with new rules.

A chess game if ever there was one with any conclusion possible.
