Station calls are based on the Department for Transport's specification known as the "Service Level Commitment" which forms parts of the franchise agreement for each operator. This can be flexed based on the ability for Network Rail to path all services. For example, at least one Stoke to Manchester Northern service misses Stockport due to schedule clashes with freight services, and the 1940 Euston - Manchester also doesn't stop there.
