G14 club. Perfectly acceptable. Are Bayern's tactics not against the rules?

The new Manchester City reporter, Simon Bajkowski, at the MEN, get’s it spot on.
I’m going to link article and give him a chance. He’s new and starts with a clean slate.
Bayern Munich tactic hasn't helped pursuit of Man City star Leroy Sane
Manchester City are hopeful of keeping Leroy Sane despite public interest from Bundesliga champions Bayern Munich.
Bayern's tactic of getting several high-profile figures at the club - with strange cameos from Dortmund and the German national team - to talk up what a good fit Sane is without actually putting a bid in for the player has hardly endeared themselves to the Blues.

Your bayern friend is talking BS tbh. Is he a member of the board to decide that? They just spent 80m on a defender this season which they hadn't done previously so how does he know that they wouldn't want to make the move?just spoke to a Bayern fan here in Ecuador, he said they cannot pay £100,000,000, although they would love to see him sign for them, he was not too sure how the near future would pan out for them, need a total rebuild, decent guy to be honest.
Do the Germans not have to comply with 'tapping up' rules?
Surely what they are saying and doing is just that?
We'd be investigated and banned for 40 years if we had the temerity to tap up a player from one of the royal clubs.

Not much different to Bernardo talking about Felix and Fernandes all the time tbfThe new Manchester City reporter, Simon Bajkowski, at the MEN, get’s it spot on.

according to Calcio Mercato.....Juve are considering a move for him.
and pogba? they must have some budget!according to Calcio Mercato.....Juve are considering a move for him.
As much as I dislike Bayern, how is denying making a bid for a player any different to when a club briefs journalists to do it for them? Not much difference, ah Pudge. See below.
F*** me, Rummenigge and Bayern might as well unveil Leroy in a Bayern shirt and then negotiate with us.
You do realise Pusge, this is what Bayern Munich do all the time in Germany to unsettle players they want from other Bundesliga clubs. That’s one of many reasons why Bayern are so hated in Germany.
Cheeky t***s!

Bayern Munich have not yet made an offer for Manchester City's Leroy Sane, according to their chairman Karl-Heinz Rummenigge.
The Bundesliga champions have made no secret of their interest in the German winger, who moved to City from Schalke in 2016.
But Rummenigge says Sane must first decide whether he fancies a move to the Allianz Arena.
"We have not made an offer for Leroy Sane," the Bayern chief told Sport Bild. "That is still a long way off.
"First the player has to decide whether he can envisage himself coming to Bayern. If that is the case, we will start concrete discussions with Manchester City.

Sure is it not still a nonsense rumour started by Duncan Castles anyway so what would such comments matter?
I'm almost certain Bernardo said he'd want to take half of Benfica's team to us.
So, he wants to stay with Pep?according to Calcio Mercato.....Juve are considering a move for him.
Who would we want? Can't think of anyone good enough. And at the same City have honored a gentlemans agreement between Pep and Bayern to not go after their players. We should put in a couple of offers to make them sweat.
