Perhaps the law needs to be changed so the age of concent is increased to 18 unless both parties are under 18 then it remains at 16? Not sure how that would work in practice though when one partner reached 18 and the other was still 17.

There's more than one thing "wrong" with people. Most of the time things get worse it's because we've ignored the lessons of history and gone in both feet trying to fix it with "good intentions" that turn out to be a pretty disguise for jealous, fearful, selfish ignorance.
That's dangerously close to saying fathers not liking it is what matters. Should they have control over their daughters sex lives? Pretty sure most fathers get a bit miffed when their daughter start seeing lads. Be very very careful about handing them the keys to control their offsprings lives. Jealousy is a powerful and ever present emotion in families, and many, many people's lives have been wrecked by others seeking to control them.
