Sarcasm and condescension in a single sentence. I would suggest that 'out to get him' is an odd way to describe investigative journalism but each to their own.

You suggested an age of consent the minimum age of consent be 21. So you have to try raise all the other categories of offences (grooming and sending nude images in line with it)

When I was 23 I had a relationship with an 18 year old, although she was actually 17 when we started talking but unknown to me because she lied about her age.

She was very mature for age and ran her own businesses from 15. But under your new laws, the consensual romantic relationship would actually have been grooming.

I’ve done that both ways round.

When I was 17 I told 25 year old I was 21 and we were seeing each other for the Summer (about three months). She kicked off when she found out I was lying about my age and she sacked me off.
When I was 23 I went out with a 17 year old for about the same length of time who told me she was 18 at first.
