Are there many actual cabinet members left or are most acting secretaries? Im sure there are 15 temps there, so unconfirmed dept leaders and Trump loyalists. As well as being a sign of the dysfunction of his govt, it has been a cynical way of ensuring a firewall

Not as bad as you might think. 11/15 are confirmed, one of which is vacant as of Monday.

I'm not certain, but it looks like the Acting Secretaries also count as executive members for this purpose.

DeVos is insane and none of those in the acting role will support it, so I think you need 8 from the remaining ten.

My take, purely based on the short clip, is that somehow, Bannon managed to speak to Johnson who very quickly got rid of him and any further "discussions" were Bannon desperately trying to get some sort of relationship going.
