It's routine. Every professional athlete has to be available for drug testing - except Camelgob, of course. It just happens. The press were just lucky enough to be there to snap the pics and blow it out of all proportion.
If there were an actual accusation of cheating you can be sure of two things:
1 - they wouldn't have just done spot checks on random players. They would either have singled out a single accused player, or if the accusation was team doping they'd have done the entire team
2 - the press would've gotten hold of the story and the headlines would be absolutely crammed with stories about City cheating and how we should be banned from competing in every competition imaginable and the stadium should be burned down the ground and salted as a result
In fact you'd probably see a whole load of other tell-tale signs, such as the police escorting the drugs officials, and the club making an official statement etc.
