The rule does have a logic and was a responce to Robbie Fowler displaying a message for the Liverpool dockers who were on strike. It was being discussed on the radio - Richard Keys I think. I'm not saying I believe it (he probably made it up to stimulate a discussion) - but on the other hand Dzeko's never taken a pen for City before and a number of more established penalty takers were on the pitch (Tevez, Milner etc.) so it makes you wonder.
