Lukaku is 19, far from finished article and he knew he'll have to bide his time to become a regular at Chelsea, having the likes of Drogba in front of him. He loves the club and is happy there.
Torres' biggest problem is his own poor performances over the last two seasons, it has nothing to do with Chelsea.
If Hazard's priority is guaranteed starting spot and playing time, he'll join Chelsea. If it's money he'll go to City. I'm not sure why United are even in the mix, they're overstocked in the wingers' department.

All he has said is that he will announce who he's joining after the league was over. Not the second the league is over.
