Why is it either or they play in different positions!
They both play in attacking midfied positios, or at least that’s where Pep has been giving Palmer time. The question isn’t why not both the question is why does Pep see Palmer as further ahead than Mcatee. If he thought they were both at the same stage I guess he’d rotate them, he doesn’t , so either he’s not seeing what some fans see, unlikely,or he doen’t think Mcatee is quite as ready as Palmer is.

They both train with the first team so he is seeing them day in and day out. Hopefully, they'll both be knocking at the door soon but both are still teenagers trying to get into one of Europe's best elevens.

You've clearly not watched them much if you think they play the same position. McAtee's best position is similar to Gundogan, Palmer is more Mahrez - are Mahrez and Gundogan fighting for the same position?

The reason I think he isn't playing Mcatee is because he hasn't signed a contract yet where as Palmer has.

Doubt it, he played Garcia. As @oldius posted he’s has them both with the fisrt team squad, maybe he isn’t showing what Palmer is. But if he’s fighting for a spot in Gundogans position he’s also fighting against Bernardo and KDB, even Foden bit harder than Mharez and Jesus, so he’s going to need a bit more patience I say he is, I don’t that know he isn’t, it might be posters here that need to be more patient and trusting of the coaches..
 
He’s going to learn that he won’t have much time on the ball like in Brazil but it’s good to see Kayky playing

We are talking about a league cup tie where he will make lots of changes the lad deserves to be on the bench just for what he has shown in the u23. If those performance don't matter we may as well disband it. He's scored 10 in 7 from midfield and added a few assists.
