He has a 30M€ tax(?)(in portuguese we say: "Clausula de Rescisão", that means if he want to leave he have to pay 30M€) in his contract,thats why.

Nice to hear that Fernando has signed, I think if Porto want to auction him around Europe to the highest bidder then let them do it. Mendes is difficult to deal with, and City are a decent club to join, probably the best in England and improving all the time, if he wants to play in a lower league, then France or Italy is the way to go, City will have other targets besides him and if we don't sign him it will be because of ridiculous financial demands from the player, his agent or Porto.
