Eastlands (Manchester)
New Anfield (Liverpool)
New Goodison (Liverpool)
St James's Park (Newcastle)
Stadium Of Light (Sunderland)
Villa Park (Birmingham)
Hillsborough (Sheffield)
St Mary's Stadium (Southampton)
New Ashton Gate (Bristol)

7 of them could be used tommorrow, 3 new grounds and 2 updated grounds to take them to 40,000+. Plus they are all spread around the country.

Old Trafford isn't in Manchester, which means that even if there is a one ground per city rule COMS is likely to be used.

I doubt it. It's more likely that existing grounds that need some redevelopment to get them up to scratch will receive outside funding, such as Leeds, Forest, Coventry, Derby etc.
