He actually does need to wait for the ball, to a degree. He needs to maintain width. The responsibility is on those in the build up to advance the ball up the pitch and give it to them. But they are incapable.

Not saying Phil is as good as Messi but there are certain football basics they both share and one thing Phil hasn't mastered yet it how to drop a little bit into the midfield and get into the build up play, that's something Messi is great at and this England team needs someone to take up that role and from what I can see, if anyone is going to do it, it has to be Phil.
