Yes, he should be picked for England because at City Foden has to compete with KDB, Silva, Bernardo, Mahrez and Gundogan.And Guardiola could put him on before the 82nd minute, but he won’t, because he’d rather give Mahrez half an hour, Sane 20 minutes but Foden just 8 minutes. 4-1 up, after 48 minutes, and he gets on 34 minutes later but he should be picked for England?
At international level Foden's "competitors" are Lingard, Dele and Loftus-Cheek LOL.
You need to look at the characteristics and abilities and not how much game time a player gets.
In terms of technical ability, dribbling, passing, creativity, etc. Foden is head and shoulders above any of the mentioned above.
