Ultimately the criminal system failed her, and we live in a world that lets you go after someone civilly for money/admissions/public awareness which she's done.
Blaming her for the fact he's not in prison is really missing the wood for the trees...blame the police, the prosecution services, the criminal courts - it's their job to bring someone to justice, not the victim.
