He already is a Vice Admiral, Admiral is the next rank. He was a Rear Admiral before that and earlier in his career he used his chopper to move seamen around the world.Given his history i would have thought Vice-Admiral would have been a better fit.

Maybe worth remembering that to date he has not actually been accused and convicted of anything.
