He can in theory sign whenever he wants once Dortmund accept a fee or his pre-set release clause is met on the day it is active.

He can't register with any other club though, till the transfer window opens.

So, playing devils advocate, he could actually change his mind right up to that date, no matter how many official statements are made.... or is there some kind of legally binding pre-contract he could sign?

I can only think of a handful of clubs who announce players well in advance of a transfer window opening.

Bayern do it a lot. I can't recall the last time city did. With his clause apparently running out after April this may force an official announcement prior to complete registration at a later date.

A transfer can be official in the window itself but you don't need a specific time to trigger the clause or announce a deal being done.

As I said, he can't sign officially till the window opens.
