Are the stairways being left open to the elements or is there cladding still to be installed?

I think they've just started adding the cladding to it, you can see in JRB's photos.

It's crazy they even charge 30 odd quid a game for under 16s. I remember when I used to go on my own to watch city when I was a kid and that was back in the very early days of the premier league. You would need a full time job on top of school to go now.

Weren't they like £5 only a few seasons ago

The South Stand prices are not which is what I said I posted. City haven't published a price list for premier league games for around 7 years now, but expect people to pay £35 for a Membership.

You can find the prices per stand, level block for each game or category for every other club bar City. They have described as a 'dynamic pricing policy' which really just means they reserve the right to charge what they want for any game.

Having a £58 match ticket in the £299 seating area is a disgrace. City have sold the are out so only Chelsea fans will have to pay it, which is even more out of order as that has happened the us in the past in the west midlands.

If they left it open I would imagine the local scrotes would show off their entrepreneurial skills on match day with the aid of a step ladder and £5 charge to use it.

Looks weird. Hopefully they fill in those corners soon, because it looks daft where it drops then rises steeply into the new stand. Before it was sleek and organic.
