I see Hammers fans aren't happy with the amount of empty seats in the Fiorentina part of the ground, and are criticising both Fiorentina and UEFA. Hard to blame UEFA if Fiorentina fans don't show up, to be honest. They can be blamed, though, for the ludicrously small venue picked to host a European final.

This whole tournament has been about extending European football to those who wouldn't typically be involved and they picked final venues where similarly, a European football wouldn't typically be played. Instead some well supported teams have really gone for it on the basis that they then qualify for the Europa League. Roma v Feyenoord and West Ham v Fiorentina. Three of those clubs would fill a 20,000 allocation as we've got in the CL. The venue for next year's final will be at least 30,000 I'd imagine but they'll still want it to be somewhere more obscure as they're trying to take these finals to places that wouldn't otherwise see a European final too. Not a bad thing, they just need to increase it slightly.

20,000 for a CL final in a 70,000 seater stadium is incredibly low. But it all depends on where the venue is and the wider costs. City have a lot of tourists or fans from years gone by who could get a ticket to this final because of where it is, but will have no chance at Wembley where every season ticket holder on the cup scheme would definitely go.
