That's a poor decision. The scorer was onside, so I'm assuming it's been given against a second player. But he didn't try to play the ball, and I don't think he was in Vicario's eyeline. Even Mr Charisma, Hoddle, reckons Spurs got away with one there.

Might be my ignorance from where such chants occur, but I expected some racist chants at our game on Tuesday, and here in Hungary tonight. Nothing though as far I’ve seen/heard. Excuse me if it is my ignorance.
