Europa League Qualification

Assuming Bayern win the Champions League at home, it could well be Arsenal and Spurs who join City and United in next year's competition. With Liverpool presumably qualifying as Carling Cup winners (and/or FA Cup finalists), how many other Europa League spots are available? Chelsea will presumably get one if they come fifth or win the FA Cup. Does that mean that Newcastle may end up with nothing if they lose to Chelsea, City and Everton away?

Chelsea are in Europe one way or another(FA Cup). If Chelsea win the CL then 4th and 5th get Europa League, if they don't then 4th gets CL and 5th gets Europa.
 
if liverpool win the F.A cup does that not give cardiff any sort of chance of Europa league football.
