Looks bad, but the Mclaren pulled in front of him late, considering it''s wet. He loses what downforce he has, and is going over the white lines. It looks unfortunate really. I can't be at all sure he just had no way of slowing faster and nowhere else to go. The proof of the pudding would be the telemetry of his brake usage.

I think Stroll might be fine. Whatever penalty he might get it did look like he was trying to avoid a collision by the end of it.
