what's the point of the penalty? I don't get this. Max needs dropping to the back for the final race for that brake test. Has to start last.

Take your pick on which bit of cheating he got his 5 second penalty for,

I think Hamilton's just got confused there and failed to read it.
It looks if anything as though Verstappen moved right, leaving more space.

The replay shows he moved left at the last minute.

He's going to get done for that by the stewards after the race.
