Could somebody who genuinely has no axe to grind — somebody who is neither a Hamilton supporter nor a Verstappen supporter — give me a clear-eyed assessment of whether the FIA have clearly broken rules of practice that have been observed in the past?

The exceptions are usually down to safety reasons, and it's unlikely that was the motivation.
