Yep, but how do you stop it?

Make them go off for concussion checks and players won’t go down when injured.

Don’t stop the game as the ref doesn’t think it’s serious and that subsequently player dies isn’t something you want either.

There should be a rule that states if you go down with a head injury, you don't get on until 10 mins after game restarts. If it's late on, then after 85 mins you don't get on again. Something like this would stop it in a instant.
