Didn't see the pen incident pal - but this is from the FA guidlines...Savage is an idiot.
It's always been the rule, as far as I'm aware. You can't stop altogether on your run up, there's a difference in a stutter.

I don't think it should have been a penalty personally he clearly waited until he was in the penalty area to go down, running 5 yards to do so, proving he was strong enough to stay on his feet when it suited him. Feinting in the run-up to take a penalty kick to confuse opponents is permitted as part of football. However, feinting to kick the ball once the player has completed his run-up is considered an infringement of Law 14 and an act of unsporting behaviour for which the player must be cautioned.
Not sure if this clarifies it or not. I'd personally consider a feint to be a more of a sideways move during the run-up rather than the action of stopping.
