It's always been the rule, as far as I'm aware. You can't stop altogether on your run up, there's a difference in a stutter.

Didn't see the pen incident pal - but this is from the FA guidlines...

Feinting in the run-up to take a penalty kick to confuse opponents is permitted as part of football. However, feinting to kick the ball once the player has completed his run-up is considered an infringement of Law 14 and an act of unsporting behaviour for which the player must be cautioned.

Not sure if this clarifies it or not. I'd personally consider a feint to be a more of a sideways move during the run-up rather than the action of stopping.

Why 3-1? Rightly ruled out the penalty. He stopped. Can’t do that.
I don't think it should have been a penalty personally he clearly waited until he was in the penalty area to go down, running 5 yards to do so, proving he was strong enough to stay on his feet when it suited him. Free kick that, it's another example of conning the ref into a different decision with dishonest play.

Because Son stops completely this is classed as completing his run up, the ref was correct. As for the 8 players encroaching that's another matter.
 
it's brilliant. Rochdale would wrongly already be out if not for VAR and it's great we have a system that helps neutralise bias, reputation and pressure and treats the likes of Rochdale and Huddersfield the same as the rags and Spurs. Spurs would have been through due to the ref turning a blind eye during normal rules and they've got away with it all season, it's fantastic that so far at least they're being held to account and can't get away with it.
 
So Spurs should have another goal but Lamela should definitely be off... first one was a red on it's own and now should have had a second yellow.

My opinion as well. He rode the challenge waiting until he was in the area before falling to the floor.
