We can't just decide to not give them the full allocation if they ask for it. They're entitled to it and if they request it, they'll get it.
it's then up to Salford to put in place reasonable measures to put off any rags wanting to cause trouble and make sure they go to their genuine fans only. That could mean they take a reduced allocation, or they could require ticket history to be eligible. if they don't bother doing anything and they turn it into a rags in disguise day trip to Manchester then they'll have the multiple hefty fines to deal with for the inevitable fan disturbances.
Those are nothing to us and other premier league clubs but they hit smaller clubs really hard. They won't want to be giving the majority of their windfall from this tie back to the FA because they didn't bother to restrict tickets to those who are genuine.
