It really does seem United have offered 25m for him given how widely it's been reported (inc BBC) - surely that's way off any figure Barca would have in mind.

Personally if City could get him for 36/37 then I'd be much happier with that then if we signed any of De Rossi/Falcao/Cavani/Neymar/Bale/Ronaldo at their respective price tags. Don't quite get how he'd be available now though mind - given Thiago's off.
